Can I use a {mental misstep} on a {force of will} that was cast by removing a blue card from their hand

Force of will still uses the CMC in the corner for the purposes of Misstep. It won't work. Use {Nix}.

Even if a spells secondary cost was able to be counted as a mana cost, Mental Misstep says with a converted mana cost of 1, the second casting cost of FOW says pay a life...that doesnt equal a casting cost of 1 anyway.

Regardless, it doesnt work that way and FOW casting cost is 5, so you cant use a Mental Misstep on it.
