I have never made a commander deck before exept for 1 uncomplete attempt that didn't work at all so I need help picking a commander from ones I own and attempt to make it a cheaper commander deck by not buying to many cards I'll lost what commanders I own when I get hone from school
What I did with my first deck was just mash my favorite cards into one deck, then adding and changing things as you go. I liked illusions, so I put all of my favorite illusions together, then counter spells and everythin else.

Which one out of thoughs two would you pick
The game is much more fun when you pick what YOU like, there is no absolute win formula unless you have every card ever printed and you have a really unfair advantage. Like X ray vision.
Do you like to mill? Deal passive damage? Huge creatures? Gain so much life that people want to give up?
{Trostani, Selesnya's Voice} + {Pelakka Wurm}+ {Soul Foundry} with {Illusionist's Bracers} was a combo I got within the first two draws in my hand in addition to a ton of lands, I also had luck with my opponent having out a {Keeper of Progenitus} so I got spend spend spend! My life got out of hand so fast the opponent conceded as soon as I had 6 8/8 trample tokens that kept populating.
Point is: find what strategy calls you with the commander you have and the cards that you can play with it, otherwise there are builds everywhere on the Internet, it will just cost you money as you geek out more and more.. My 5 color legend/dragon/elf deck is an easy example...

I do have an EDH working on the premise with {Ghost Council of Orzhova} as commander, but I haven't touched it since DKA.
Some basic tenents to follow are -
a) Tutors. In a 99 card singleton deck, being able to fetch answers is super valuable. So much so that I recommend everyone play a black or green splash. {Demonic Tutor}, {Diabolic Tutor}, {Enlightened Tutor}, {Grim Tutor}, {Mystical Tutor}, {Personal Tutor}, {Sylvan Tutor}, {Vampiric Tutor}, {Worldly Tutor}, {Green Sun's Zenith}, blah blah.
b) Board wipes are important, and they're good tutor targets. Sometimes if you've got to swing the balance of the game, remove a threat, stabilize, it's always great to have them.
c) Graveyard recursion. Bringing things back from the graveyard. It's a no brainer how important it is.
d) Graveyard hate. Don't let your enemies reuse there cards. Good card is {Bojuka Bog}, then you can drop a bounce land ({Dimir Aquaduct}, {Golgari Rot Farm}) to place it again later.
e) Reusable bounce effects. Sometimes a {Crystal Shard} is the best card on the battlefield. Why? Bounce your own cards back to your hand.
f) Tuck effects. Things that put creatures or spells on the bottle of their owners libraries. {Condemn}, {Hinter}, {Spell Crumple}.
