Advice on what to change would be helpful, tho please try to keep it on a low budget.
If you can get your hands on {Invisible Stalker} instead of your {Deathcult Rogue} for ciphering onto. And look at {Jace, Memory Adept} for milling, great when paired with {Duskmantle Guildmage}
And you need ways to give yourself a draw advantage to get to those good cards faster. {Last Thoughts} for one with cipher, {Thought Scour} for one with a mill, or {Think Twice} for one with a flashback.
Ya, I know I need jace, but his price has increased by a few bucks, I'll find a way to get him, 1 or 2 ya think?
You need more land otherwise you will be doing a lot of mulligans. I suggest 22-24
Also {whispering madness} can get through your deck quickly while destroying your opponent's and add {psychic spiral} for some serious damage mid to late game. The two cards together can be devastating. It's an idea I've been working on.
Psychic spiral seems kind of pointless, it doesn't mill any extra cards

Oh right I am so glad mill decks do not play spirals... I play it on side in my Bant control and I quite often enjoy the moments of milling mill decks...:D {Psychic Spiral} is epic sideboard card against mill decks...:D killing by their own weapon...:D

It's a combo with {whispering madness}. Play {whispering madness} discard cards and get a new hand cipher onto an unblockable. Attack with unblockable use cipher and get a new hand and when you pull {psychic spiral} you get to mill them for everything in your graveyard. Just a suggestion though, it is slow.
I read what it does wrong, I thought they shuffled their graveyard into their deck then milled that many cards. Also, I put in 4 thought scours for 1 midnight recovery, 1 mortus strider, 1 killing wave, and 1 shadow slice

Midnight recovery seems like the same thing, except 1 less mana and can only be used when it hits an opponent, ok, I guess I could see where he would be useful, but he just seems like he cost to much

Lich let's you get their creatures if colors match, and you avoid the"middle man"
Middle man? What do you mean by that?

I bumped the land up to 23 lands, am thinking about replacing lazav with the {havengul lich}

I would, lazav doesn't seem like a great mainboard to me. Maybe sideboard?

Lazav is better than Lich, IMO, since you're not required to use extra mana for his ability. Plus, his ability should stack if you mill multiple creatures. Not to mention hexproof.
I think lazav can only be a copy of 1 creature, so how could it stack?

I don't know enough about Lavaz ability. I understand when a creature goes to the graveyard he may becomes a copy of it. I don't believe he can be a copy of multiple cards at once but I can see him screwing with reanimator. Mill creatures that say "whenever this creature enters the battlefield do x" that would be fun but I don't think it'll win games.
Initially, I thought you could do some crazy shenanigans with ETB/LTB effects by milling multiple creatures at once & manipulating the stack with his ability. But, alas, it doesn't work like that cuz he's already on the field. He would still get LTB effects if he somehow dies though.
went 1-3 today, just got my invisible stalkers, but i still need a few cards.

All you want is a few mill, say drownyards, jace, maybe though scour, sands. But then you want straight control; counters, wrath, stalling, etc.
Cause you leave yourself open big time by having nothing but mill cards when your opponent has the game in his first few turns because you couldn't answer anything except via milling.
