Title: Kjeldoran Home Guard; Melira, Sylvok Outcast

If I have a {melira sylvok outcast} and {kjeldoran home guard} in play and attack or block with him do i still get the tokens

You will get the token, since the token isn't dependent on the counter being placed on him. If it said "place a -0/-1 counter THEN put a token in play" it would be different.
Also, being a -0/-1 counter, Melira won't stop the counter from being placed on him anyway, since she only interacts with -1/-1 counters.

Sure, you get the counter too.

I love the flavor of home guard!!! It is so awesome when they makw cards with different counter names (like {Azor's Elocutors})
