Title: Reforge the Soul, Miracle Triggers, Responding

Ok so I've been searching all over, can't seem to find the answer I'm looking for....

To simplify, I have 4 mountains untapped, two {Lighntning Bolt}s in hand. I start my turn, untap, upkeep, draw. I draw {Reforge the soul}. Now, before I miracle that ish for a new hand it makes sense to burn face with my bolts before I lose em due to miracled reforge. Question is can I? And when?
Also, dont say during upkeep. I wouldn't do it on my upkeep since I don't know that I'll draw reforge and i might want to keep the bolts for something else.

Miracle is a trigger. Whenever a trigger goes off, the active player has priority. So before you pass priority, you can "respond" to the trigger by bolting your opponent.

I knew it! Lol started doubting after trolling the Interweb and seeing so many convoluted things about miracles. Thanks for the quickie Coffee, now I can sleep!
