I highly doubt it's the -most- expensive, but {Rancor} was a common until its reprint in m13. $3-5 for a common is pretty good in my book.
Highest I've seen is {Command Tower}

I was just saying you cannot have rarity on cards that are not able to be pulled from packs. That's just my opinion
