You name a card not in your deck and mill your library.

Yes but "revealing" is not considered "drawing". That would be your only hang up. Now if you could put a certain card at the bottom of your deck and then draw due to a new turn or effect, then yes.

You can say {Black lotus} then exile your library. (Unless you own a black lotus and use it) Then next time you draw you win.

Fenster is correct. If the names card is never revealed, you'll exile your whole deck, and lose next time you try and draw. From the rulings on Gatherer:

"10/1/2008   If you don't reveal the named card (perhaps because it was in the top six cards of your library), you'll end up exiling your entire library. You don't lose the game at that point, but will lose the next time you're instructed to draw a card."

Yes you can only win on another turn. That's what I was getting at. It still required you to end your turn and then hope you survive to the next turn. I was merely pointing out that as stated it is not a single turn win.

Not necessarily, it's an instant. Play it during the end of your opponents turn, and once they pass turn, you win.

One way to use the win draw is by playing {stuffy doll}, having a {pariah} and  {Armadillo Cloak} or {basilisk collar} on it and a {lich} in play.

Yeah that is true. But that wasn't stated either. Good explanation. Just the way it was presented it seemed like it was "our" turn since the combo was creature first:) My overall point being that your opponent would/should see it coming if you drop the maniac and don't find a way to combo out the same turn.

Alright, I can see where you're coming from here. And even still, you have a point. The maniac will have to survive during their turn, which hopefully wouldn't be an issue. Sorry if my statements seemed unfriendly, I was just trying to point out the positives in the combo.

Don't be silly..I don't take anything anyone says on here as negative:) It's also difficult to express exact thoughts/feelings about any discussion.

I was just making it known that this combo needed help as it sat. Heck even something as simple as having any effect to make you draw would allow you to combo out on your turn:) Because it should be relatively easy to do especially considering you only spend 4 mana to pull of the maniac and consultation.

Have a deck based around very few cmc 3 or higher cards, but have a {recycle}, {aluren} and  {Exploration}s in play, also have a mana creator like {phyrexian altar},
These will allow you to fairly buzz through your deck, especially if you have most of it consisting of creatures like {memnite}, {phyrexian walker}, etc... As the {recycle} lets you draw a card whenever you play one.
Since  {Laboratory Maniac} is a CMC 3, you can easily fit it into the free instant drop effect of the {aluren}
