Would I be able to play the lands that are exiled?  If so, am I still restricted to one land per turn?

I'd say yes although you can still only play 1 land each turn!

I'd say yes although you can still only play 1 land each turn!

RESOLVED

Not sure why you are restricted from playing a land that is exiled with. I understand you can only play one land from your hand but his ability should allow you to play any card exiled as long as you can pay for it, no?

I am basing my understanding on how rampant growth and the like, on how it gets around the one land rule. Because a spell or effect is affecting the game state allowing for the loophole.

You're only allowed to play one land each turn unless a spell allows it like {Explore}.
{Rampant growth} instructs you to put a land onto the battlefield not play an additional land.
The specter lets you play cards exiled with it like they were a part of your hand.
