Title: Sudden Spoiling

{sudden spoiling} and other cards that specify creatures target player "controls" will not affect new creatures played after the spell resolves? If i {cloudshift} a creature that had been turned into a 0/2 until end of turn, it would come back as the original? Also if it did not specify "controls" and just said perhaps "all creatures get -1/-1 until end of turn" would newly played/cloudshifted creatures be affected?

When a card (let's say {Mutilate}) is cast and resolves it resolves without any interference, it looks to see what creatures are on the battlefield and then gives them the appropriate amount of -1/-1 values until the end of turn.
After that spell has resolved and is finished with it is put into the gy, etc.
Now if a new creature enters the bf in the same turn neither the new creature nor {Mutilate} know about each other and nothing takes place between them.

In your example if your creature was made a 0/2 by the resolution of a spell (and didn't die upon resolution) you can the  {Cloudshift} it so it enters as a new creature, not knowing about anything before its new etb event.

It only effects the current battlefield; creatures that enter after are not effected. Also, creatures that leave the zone and come back are a new object and have no memory of the "become 0/2 until end of turn" effect. Also, things that effect all creatures will be the same: when it resolves, it only effects the current board; not creatures that are played after it resolves.
