{U} has gagillions of draws, first spring to mind was {Blue Sun's Zenith} and that's just one.

You'll also need a  {Reliquary Tower}.

{Rhystic Study} and {Mind's Eye} are nice constant sources of draw power. {Consecrated Sphinx} is good too, but it'll put a target on your head. I really like {Sphinx of Magosi}; a little draw, a little power. Other than those, really blue has all you need, whether you want straight up draw or more utility (a personal favorite of mine is {Foresee}). Special mention goes to {Arcanis the Omnipotent}, he can get out of hand pretty fast.

Thanks. I am also looking for cards without the BBB in cost. I have it super ramped but wanted to be able to keep digging into my library...I forgot about  {Consecrated Sphinx}.

{Mind Unbound} is another decent one, since you're ramping the 6 mana cost shouldn't be too horrible. And speaking of ramp, if you want to stay away from {U}{U}{U} then there's always {Mind Spring} and {Stroke of Genius}. {Minds Aglow} is also a nice political card, and can get you some decent draw. I would still recommend the Zenith, like Spikepit said. Reusability is very nice!

I will forever and always love {Trade Secrets} as my favorite draw spell in commander.

Draw 4 for 3 mana. Help out your friend and form an alliance against the main threat or help out the guy at the table getting mana screwed / keeps getting screwed over. Then you and your friend have the option of going absolutely nuts.

I just "refound" that card. It's perfect for Animar. I use it in my Niv deck too, which is hilarious cause I use it then to let someone hang themselves. LoL
