When im casting {Iona, Shield of Emeria} can my opponent use something like {Cancel}
Yes. Emeria's effect doesn't occur while she is on the stack, only after she resolves. So even if you plan on naming blue, blue instants (such as {cancel}) can be played before she resolves and counter her.
