Yes but it would be an awful waste.
Unless you were flinging him at another creature.

No, he doesn't finish resolving until your oppenents make the choice.
Just to clarify (since there are opposing views), scars is correct. Vexing devil resolves, then his ETB trigger goes onto the stack. In response to the trigger, you may fling it before the opponent makes the choice. And yes scars is also right that in most cases it would be a waste. ;)
