Can you suspend a card on your opponents turn?
If it is an instant or has flash yes.

But suspend is an activated ability, and does not specify it must be done at sorcery speed. I assumed it would act like {elvish spirit guide}
{jhoira of the ghitu} allows instant speed suspend, and {greater gargadon} says nothing about the speed. I was hoping it could be done at instaspeed :(

Yes but suspend specifies whenever you could cast this spell.

On the brightside cards that allow you to cast cards as if they had flash let you suspend whenever you have priority
On the suck side cards that limit how you cast spells limit how and when you can suspend.
Well on the plus side nobody really expects you to suspend, its not the most used mechanic.
They should make a card were you suspend for 25 turns, and when it comes into play, you win the game

Add infinite mana combo and {Timecrafting}
Just add the 50 cards that remve counters, add {reciprocate}s and {ghostly flicker}s etc, have a way to simply stay alive
Just remember things like {Vampire Sexmage} cannot remove time counters on suspended cards, because they are not permanents.
