Can you use  {Ultimate Price} on an artifact creature?

Nope, artifact = colorless. That is assuming you mean a creature with a cost that does not include a standard man color, then No. There are some Blue creatures that are listed as "artifact creature" in their type. It could work on those.

Examples:
{Alloy Myr} -No
{Master of Etherium} - Yes

Also {it that betrays}=no, it doesnt just not work on the colorless artifacts.
