With  {Curse of Echoes} do you have to pay the mana cost to copy the spells?

No, the copies are cast for free.

Edit: Actually, to be technical, the copied spells aren't cast, since the copies are made on the stack.

So it pretty much makes a counter deck useless?

Yeah, it's essentially a counter deck's worst nightmare. You'll have to declare that you're choosing a new target though (their counter spell), otherwise the copied cards will have the same target.

I'm convinced. It's going in my deck. I'm tired of counters and removal. I'll make them pay! Thanks for your help.

If you're having that much trouble with counter spells, check out the "Articles" section. DG has a great article titles "Bringing Your A Game! Counter spells and How to Combat Them?". It might help you out.
