Can I kill {Nightshade Peddler} with {Olivia Voldaren} before opponent soulbounds and kills my {Olivia Voldaren} with {Izzet Staticaster}?
Sort of. When nightshade peddler enters the battlefield, it soulbinds. If I remember correctly, soulbind cannot be responded to (need confirmation). Either way, in response to Staticaster targeting your creature, you can then use your Olivia on the peddler, which will resolve first. The peddler will be dead and the soulbond broken before staticaster does her damage, saving you from deathtouch.
Soulbond can be responded to. It uses the stack and is a frogged ability. If {Elgaud Shieldmate} enters the battlefield, and it pairs with something, you can target and kill it before it resolves.

You could however soulbond the {nightshade peddler} to {Olivia voldaren}. Fun time lol
Also you could use Olivia's ability in response to them casting nightshade (while it is still a spell on the stack) burning the pinger away before it bonds to the nightshade.
