Title: Sanguine Bond, Exquisite Blood

If I am in a multiplayer game and I have sanguine bond and exquisite blood on the battle field can I change the target player when the first one reaches 0?

Yes this works.

{platinum angel} would cause this to loop indefinately and draw the game, so be careful how you use this.

Actually, this will not cause an infinite loop. Players life totals are checked after each trigger resolves. Once all opponents are at 0, you win.
Read {platinum angel} and {abyssal persecutor}. Depending who controls them it could freeze the game.

Sooo you can change the target person, or not?  Sorry it seems unclear right now

Yes you can, because it says "whenever...target opponent". So whenever the trigger happens, you can choose any opponent.

So you {Gut Shot} an opponent who is at 2. You gain 1. Now you deal 1 to that opponent. He or she loses the game as a result of state checkig that he or she is at 0 life. Trigger is still on stack to hit an opponent again because you gained more life. So you can choose another opponent who is still alive. You can just kill everyone!
