So I have a {lotleth troll} in play then I discard a lotleth troll to boost my other lotleth troll can I regenerate the one I discarded?
??? The one you discarded wasnt a creature. It was a card. You cant regenerate cards. Until it hits the battlefield it is not a creature permanent, it is either a card, or spell with the type "creature"

There are much easier ways how to boost creatures in golgari colors than rings....:D
