As long as both are on the battlefield they can't be paired with another card.
However, if you bounce the card with soulbond with {Cloudshift}, when the creature {Silverblade Paladin} re enters the battlefield he can soulbond with a different creature.
True, except if you lose control of one of them they are no longer paired.

No soul bond does not target.

No you have to bond two creatures you control you can't bond a creature an opponent controls

It seems in theory you can soulbond an opponents creature but when the state is checked again bc you don't control them they would become unpaired. Is this correct? Seems like a stretch lol
From the comprehensive rules:
"702.92a. Soulbond is a keyword that represents two triggered abilities. "Soulbond" means "When this creature enters the battlefield, if you control both this creature and another creature and both are unpaired, you may pair this creature with another unpaired creature you control for as long as both remain creatures on the battlefield under your control" and "Whenever another creature enters the battlefield under your control, if you control both that creature and this one and both are unpaired, you may pair that creature with this creature for as long as both remain creatures on the battlefield under your control."
