Yeah I mostly used it with my regenerating creatures, but scavenge gives it so much more potential
If you want to add blue, throw in a couple {training ground} are there cards that bring cards back from exile in black or green? Or even blue. If so, you could keep bringing scavenge cards back. And using them again and again

{Riftsweeper}. You just need something like {Conjurer's Closet} to make it constantly shuffle the scavengers in. The only blue card I can think of is {Runic Repetition} but that only affects flashback cards.

What about bringing them back to the graveyard? If something like that is out there, it will be hard to find. Though it sounds kind of Ohrzovy. So maybe in the gatecrash set?
That would be cool if they incorporated interaction with exile using Orzhov but it may make Junk decks too powerful because of scavenge.
The only card I can think of that pulls from exile and puts it in the graveyard is {Pull From Eternity}, but it's white. If you don't want to add a color use {Isochron Scepter}.

You could also sacrifice jarad with his ability and bring him back every turn and keep sacrificing him untill you've wiped out all opponents. Just make sure you've dredged a lot first

{Jarad, Golgari Lich Lord} specifies that you cannot sacrifice himself to his own ability.

I've been told that I can't use it to scavenge anything I want because scavenge says you have to exile that exact card

You do have to use scavenge on the card card with scavenge. So for example if you have a {deadbridge Goliath} in your graveyard, you may pay its scavenge cost to use its ability and exile it to add 5 counters to a creature.
As for copying it, Rule 706.10 states you can copy fling, I don't see why you wouldn't be able to copy scavenge along the same line.
And it just occurred to me that a copied scavenge might work like a copied fireball
