Title: Arbor Elf

If I have three forests on the field and one {Arbor Elf} in play. Can I use the  {Arbor Elf} and the 3 mana to cast a 4 mana spell?

No actually because arbor elf is not really a mana source and u would have to have enought mana out to cast the 4 mana spell

It would let you tap one of your forests for mana twice though, giving you 4 mana.

Remeber you dont tap lands to cast spells. You tap lands to produce mana and then you use mana to cast spells. That's te purpose of the mana pool.
