I was thinking about the card {conjurer's closet}
Mixed with cards like {thragtusk} {restoration angel} {huntsmaster of the fells} {armada wurm} and {zealous conscripts} could a strong deck be built around this inexpensive card?
Your problem with making it competitive will be getting it out fast enough for it to be usable

An expensive deck built around an inexpensive card. That synergy is pretty much why those creatures cost what they do, and why the cmc on the closet is what it is. If you can get it out (and keep it) most likely you have already got the game under control.
I have a deck that focuses on the closet. I just started it but it uses the closet with {Thragtusk} and {Captain of the Watch} it's pretty fun, especially with {Séance} and populate.

Do not be affraid of building around closet... With right cards it is really fun to play... U can get some inspiration in my deck Narnia that I posted here few weeks ago...;) Can bump it for u...
It can certainly be used, but yeah, it's speed is the issue. Most people seem to just stick to {cloudshift}. It's super cheap, fast, and instant speed, but not reusable like the closet.
However there is a way to infinitely flicker things. Ghostly flicker and gilded lotus plus archaeomancer

With ramp it is not that slow and I really love the moment when opponent realise that I am able to steal his creatures pernamently bcs of the closet...:D
