If I use {jace architect of thought} last ability and grab a card with overload can I cast it for the overload cost or just the singular cost

When you cast a spell without paying its cost you cannot pay alternate costs. Overload is an alternate costs so no {cyclonic rift} blowing away your entire opponent's board.

Nope but I think you could pay additional costs such as kicker.
