It says "up to two creatures", what happens of I just search for one?

You follow the card's instructions in order.  If you only fetch 1 creature, you revel it and put it in your hand. 

Check the rulings of {cultivate} which is worded in the same way.

Up to two means 0, 1 or 2

So you declare "search for one then 0 into by and creature to hand" ?

As with any search card that specifies "up to" a number, you can choose to search for zero of something. All {Jarad's Orders} will have you do is shuffle your library if you choose zero.
