Say I cast a {vexing devil}, then my opponent decides to pay the 4 life, before I sacrifice the {vexing devil} can I flicker it with {restoration angel} to cancel the sacrifice?
The opponent chooses after the ability resolves and if he/she chooses to pay you cant flicker it since he's already sacrificed.
The ETB trigger of devil goes on the stack. You can respond:
"In response to vexing devil's ETB trigger, I cast {Restoration Angel}, targeting {Vexing Devil}."
The angel will flicker him, and he will have another ETH trigger. Now the opponent chooses. Then the old ETB ability will fizzle since he is a new object.
So basically you can only do stuff before the opponent decides whether or not to take damage. Just like you can't wait until after cards are revealed to respond to {Jace, Architect of Thought}'s -2 ability.
Also just so it's clear, flickering sexy devil is pointless since the opponent decides if he stays or not.

Well the reason I asked was because of that, my thought was if they pay the life and I flicker it, they would have to pay again or let it stay, but this doesn't seem to work out in actuality
