During your first or second main phase. Most of them that I know are at sorcery speeds.

Sorcery speed, once per turn. If its a minus ability they have to have that many counterson them

Unless they bounce then they may be used twice.

Can you have 2 of the same planeswalkers on your side at the same time?  Isn't there a rule that if there are 2 of the same planeswalkers they both go to the graveyard.

{jace beleran} and {jace the mind sculptor} would both be put in the GY

I thought that was the legend rule. Planeswalkers rule is the new one kills the old one of the same type...
Example.
I have {Chandra, the firebrand} out. My opponent plays any Chandra planeswalker at all and mine bites it but the new one stays.

Rule 306.4. They both go to the graveyard.

No they are not creatures... But they are permanent cards... See planeswalker rules on wotc pages or go through rules here in the app...;)

Yes, it turns sideways, but beyond that absolutely nothing
