Yeah I'm not to interested in self mill or burning vengeance.. I'm looking for good old fashioned control with perhaps a splash of black

I would build a U/B control deck. Let me see..

Do you have any control staples? A la {Mana Leak}, {Consecrated Sphinx}, {Snapcaster Mage}?

Snappy is really important.

A of right now I have mana leak {cancel} {unsummon} and possibly a few others. While I like snapcaster, his price tag is too high for me to think about.. (budget of $100)

Shucks. You can always try to do the {Heartless Summoning} route..

I may have to bump up the price limit because I don't really see any good deck ideas for 100 bucks :(

I find it more cost effective to just by singles from TCGplayer.com.  Why pay $4 a pack when you can pay bottom dollar prices online.  Don't go to a card shop either cuz they are generally pricing singles at the high end.  The online market is so saturated with suppliers that prices are very competitive.....in our favor.  I just spent $25 the other day and bought over 50 cards.  2 {apocalypse hydras} 2 {primordial hydras} 4 {stormblood berserker} 4 {devil's play} 2 {ancient ziggurat} and that is naming a few

Look at my PureBlueSteel deck in casual.  It was my Christmas present, bought 95% of the cards except {sword of feast and famine} lucky pull, and the total price was $160 and I bought a bunch of extra random cards as well.

{tezzeret, agent of bolas}, {myr superion}, {heartless summoning}, {vapor snag} {dismember} {vault skirge} {memnite} {mana leak} {spellskite}, there's the hundred dollars, fill in the rest with {go for the throat} and possibly discard magic and you should piss some people off.

I find the most cost effective way to play magic is to buy sets of commons/uncommons, 4x, on ebay. They go for like $30 and are a fantastic buy.

My only regret of buying these is not getting the "booster pack rush", though. Still, these let you build LOTS of decks.

I think they would it just would cost you a bunch extra for the shipping and insurance. For the fight price you can have things shipped anywhere

Some retailers aren't licensed to sell repackaged goods outside of the US.
