Any commander deck for under 50 bucks is really tough. And with slivers, your general alone is either {Sliver Queen} or {Sliver Overlord}, neither of which are cheap.

That I know but they seem to be my only money cards currently. Plus I'm using all the common and uncommon non basics.. Other than that is it possible?

Its possible I suppose if you really try, as long as you put a lot of thought into it, you can probably make a decent deck. Nothing groundbreakingly outstanding but enough to hold its own and have fun

What do you suggest for other spells? I have all creatures currently and I'm at 70 cards in.

Well, 40 lands of course, especially in a 5 color deck. Mana fixing is important, and there are lots of cheap ways to do that. {Evolving Wilds}/{Terramorphic Expanse}, {Armillary Sphere}, and green fetch like {Harrow}, {Cultivate}, {Rampant Growth}, and {Farseek}.

Your slivers are all one tribe, so anything that boosts that might help you. {Adaptive Automaton} isn't technically a sliver, but is an important creature. {Coat of Arms} will likely give you a huge edge, unless your opponent happens to have a tribal deck also. {Call to the Kindred} could be helpful.

Pack up plenty of removal, and ways to protect yourself from board wipes and removal on your strongest slivers. I recommend focusing on 3 colors in the 5 color deck. I don't know which colors have your best slivers, but go with those :P

Check out the fiddlesticks commander deck on here to see a list of changeling creatures. They could help you with this.
