Title: Counter flux

If you overload counterflux, would you only be able to counter each spell cast that turn? Or all opponents turns? Or does this include permanents on the board?

You can only counter spells. So they would have to be on the stack to be targeted.  After a spell resolves its no longer a spell, it's either a card or a permanent.
