Can spells that don't mention a specific target like divination etc be redirected?

No, spells without the word "target" can't be changed by {Redirect} and similar spells that say "change target of" a spell. It must have a target to change the target.

So you can't change the target of things that just say "you," like {Divination}, but you can redirect {Inspiration} because they need to target themselves with it.

No. {Redirect} lets you choose a new legal target for an instant or sorcery thay specificly targets.
