If maelstrom is a commander and was cast from the commander zone once already, it's second casting cost is 2 more, so would the cascade work for spells that cost less than 10 now? Or is it still 8?
I feel that it would be less than the cost to cast it, not its cmc. This is a good question for the rules section.

This. The added cost for casting a commander after it has died/returned to the zone is an additional cost. Cascade goes by CMC which is always the printed number in the top right, ignoring additions or reductions cost.
Edit: cascade for 7, wanderer costs 8 and cascade states "costs less". Just saying.
