I was playing someone on Cockatrice yesterday and they had {tamiyo, the moon sage} out and kept using her +1 on land that I had previously tapped for mana. Is this legal since it says "tap target permanent" and my land was already tapped?

I believe so yes. Its a legal target but alas it cant get double tapped :P
Still doesnt untap during your next upkeep

Yes it's legal. Other wise it would say "Tap target Untapped permanant"
