Does death touch work on hexproof?

It depends what you mean.  Deathtouch itself doesn't target, it just describes what happens with the damage.  So a deathtouch creature would kill a hexproof creature in combat.  But for example a {Prodigal Pyromancer} with deathtouch couldn't deal damage to a hexproofed dude (unless it was your own, but why would you do that?)

On a side tangent,but along the same line.  If u put a {basilisk collar} on a red creature and a creature with protection from red blocks it, does the protection from red creature still die because the death touch is from the artifact?

Good question, but no it won't die.  Although the equipment is an artifact, it is giving the creature deathtouch.  The creature is still the one doing the damage here, and Pro-red would prevent damage from ever happening.
