2 questions about starter decks.
A: have they announced the decks for RTR?
B: what's the best starter deck? (Limited to modern).
A: starter decks do you mean Intro decks? If so, the rares have been announced.
B: if you mean intro decks, none of them. They're all fairly worthless. They contain 1 rare with a huge mana cost that rarely changes the game. They contain a bunch or commons and uncommons that are just that, common and uncommon.
If you mean the "event" decks, those are generally real good. A great starting point for a deck that you can upgrade as you move along.
I mean the intro decks. They may all be junk, but I enjoy buying them, I consider them a booster pack that I know what I'm getting.

You could just save the money and buy a playset of commons and uncommons, and build nearly the exact same deck, save for 1 largely useless rare.
I agree with dudecore, event decks are a much better way to start out than intro packs. They have solid cards, good interaction, and instead of a booster you get a complete sideboard already made up for you. You will have a much easier time tweaking an event deck to a win (swap out 10 cards tops, keep the theme), as opposed to an intro pack (revamp the theme, swap out up to 30 cards)
Intro decks actuall have 2 rares dude
U might want to get the the avacyn restored ones with wolfir silverheart or zealous conscripts those are pretty valuable cards or at least they were at one point might get your money worth on those. I think there is also one that has stromkirk noble from dark ascension
Black Avacyn event deck dudes. {gravecrawler} and {Geralf's messenger} pays for it, plus there's {surgical extraction} (about to rotate yada yada still a good card.)
I buy the intro decks for sng's. it's a fun way to play against others who don't have cards and keep it somewhat even.
Example deal out a few decks then you choose one from the one given and go at it. They are pretty balanced.

New deck list to answer my own questions.
I got a kick out of the sole Golgari card in the Rakdos deck.
Seem rather weak following the M13's intro packs, oh well. Hopefully I get something worthwhile out of the additional booster packs (I knew I should had bought two boxes instead of a variety pack!!!).
Then one more month before seeing the Rakdos and Golgari event decks.
