I would like some advice on this deck... Card swaps or what to put in the last spot (card banning and all)

Some ground rules (kinda):
Nothing too $$, it's for my cousin.

Don't bother mentioning general changes, it'll be my cousins choice anyways. :)

It's not as strong as {praetor's council}, but {creeping renaissance} can be used as a sudden hand-size booster on top of its mass-revive effect, I think it would work well with this deck.

{Staff of Nin} is an additional personal howling mine, too, plus it pings players and kills 1-toughness utility creatures, finishes off creatures that survive by 1...

I never put {Staff of Nin} in here?

That tome from m13 that lets you draw 1 for 4 mana. Not much but when you get mana over atleast it helps alittle?

{kamahl, fist of krosa} and {scapeshift} also {sylvan scrying} and {triumph of ferocity} nothing too pricy in there and all of them would work great I think.

{Azusa, lost but seeking} is probably one of the better green generals. 4$ rare.
