My brother plays {Switcheroo} and in response to it resolving {Ghostley Flicker}s his own creature... Does this work?

Yea that works, but the exchange wont happen. This spell needs both targets to resolve completely.

If neither creature is still in the battlefield when it resolves, no exchange happens.

Thats some dangerous wording since both creatures would still be in the field, but one would be considered a new object.

Technically it is a different creature, but you're right that might be unclear to some.
