This. It's the sticky thread at the top of the commander forum.

In addition to cards listed there, cards from the Unglued and Unhinged sets are illegal. Though in casual play you and your friends might allow them.

Nothing is really banned from commander. They "suggest" you come up with your own banned lists and house rules.

I'm sure there is because you have to have some kind of structure to be able to have events.

Competitive EDH is no fun. It's not the intention of the format and all it's weaknesses are easily exploitable. Commander is about sitting down with friends, some beer (of you're old enough) and have a rediculous time playing magic.

If they offer it on MTGO (which they do), they need to have some working card restrictions in place.

The banned list provided is the one used by WotC, but they are a few steps behind the EDH site. Could be that the lists differ due to the sets available online.
