Whats the cheapest most effective deck I could build for a modern tournament....I have a small budget.
Splinter twin can be built pretty cheap and it's a really good deck.

From scratch id bet roughly $100 but with room to improve as trades an money become available. The more sub par cards you pick though, the cheaper it gets.
RDW is a cheap modern deck.
