Lets say I play {autumn veil} and my opponent has a blue creature that has the ability to counter spells in play, (I know there is one out there) can his/her creature still counter my spells?

Yep.

{Autumn Veil} specifically says "blue spells". Creatures and permanents are not spells.

Lol for some reason I mistook autumns veil for rites of flourishing. I modified it as soon as I could, but forgot to modify the topic!
