I am pretty sure this works. If I play {Mox diamond}, do not discard a land, and let it go to the GY......it still adds to the storm count right?
Yes. Because you still played it, you just chose to sacrifice it. It's not part of the casting cost but the ETB of keeping it in play.

Storm counts spells cast. A sorcery doesnt go to the bf. You cast the diamond so it still counts.
Could you cast {mox diamond} then cast the spell that allows to change the text of a spell to "fix" the diamond and have it come in for free?

Like {stifle} or {trickbind}? Probably. Maybe {torpor orb}?
Ultimately you payed the mana cost, it was put on the stack, storm count increases regaurdless of {Mox Diamond}'s fate.
