Title: Living wish & Restricted Cards

Say I have a {strip mine} in my main deck, which is a restricted card. Can I have 3 more strip mine's in my sideboard to grab with {living wish} therefor I am still adhering to the rule of restriction because there is only one in my main deck or does restriction forbid you from playing two of the restricted card no matter what the consequences of it's arrival are?

Casual or Competitive?

In tournament rules, you have to chose from your sideboard, and Im pretty sure the restriction carries over to that too.

Casually, wishes can get any card you own, so you should be able to do that.

I like to follow tournament rules even when playing casual. Is a sideboard technically part of your deck or just substitutes with a 15 card limit? Other than using wishes it is basically nonexistent during a game.

Card restrictions apply to main and sideboard. So you can only have one {Stripmine} in your main and SB combined.
