Can i counter {blasphemous act} with a {mental mistep} if there are 8 or more creatures on board.
Cmc is different than casting cost. I think cmc is pretty straight forward with the cost in the upper right hand corner.
I'm saying no (50/50 guess)
I know for a fact you can counter a {chimeric mass} if it was cast for 1. Thats where this confusion arose.

Well that cmc would be 0 then, right?
For X spells, the cmc is equal to whatever the player casts for X. See rules 107.3.
For {Blaspheous Act}, its cmc is always 9. Alternative costs (or reduction in this case) does not affect the cmc of a card. See rule 117.9c.

Thank you.
Welcome.
Oh before someone gets confused, when I said its cmc is X; for spells such as {Fireball}, its cmc is X + 1. And spells like {Entreat the Angels} is (2X) + 3.
