Title: Vexing Devil, Undying Evil

If I cast a {vexing devil} and my opponent takes the 4 damage, can I then cast {undying evil} to have my devil come back with a +1/+1 counter?  Can my opponent then take another 4 damage to make me sack my devil again?

no you cannot you have to do it before they take the 4 damage

They don't chose to take the damage or not until the ability resolves. When it does resolve, {Sexy Devil} gets dumped in the bin before you get to respond.

If you wanted to use {Undying Evil}, you'd have to cast it before the Devil's ability resolves. But then your opponent wouldn't take the damage and you've spend two cards to get a vanilla 4/3.

I thought it all went on the stack first in last out.

Devil enters battlefield
They choose to have you sac it
You respond instant undying on it.

I didn't think they could then change their mind. I mean that's how I read it.

making the choice is upon the resolution. making the choice does not go on the stack.
