Depends on the format, too. It's a pretty fun card in commander.
Seems like it would be a good in a deck with multiple combos so it didn't matter which cards your opponent decided to make you toss. Otherwise they could ruin your whole strategy by making you toss out your key cards.
Works well in a flashback or reanimator deck also, when you don't really care what cards end up in your graveyard because you can still play them anyway.

Or with cards which actually give you a bonus for being on your GY, or for having cards in the GY.
Make crazy card advantage with {Deadeye Navigator}.
It's a good card in certain decks. Standalone, I don't know. :-\
