Title: Rotation question

So when set rotation occurs, we lose the whole block or just the matching set.
Example (not accurate). When RTR hits it would push out the entire avacynn block, not just the first part of it.
What I'm tryin to ask is, why do we lose 3 sets of cards for one new set.

Standard loses M12 and the Scars of Mirrodin block.  Inistrad block will still be in standard.
