Well let's see here. It costs UUU..so it would probably only get played in mono blue decks (or splashing).

2 mana for 2 cards is quite good. In fact  I can't think of a current card that lets you draw 2 for 2 mana. (besides older cards that won't see reprint {ancestral recall})

The fact that you could draw 4:4 and 6:6 etc is amazing.

It's still subject to removal yes?

Drawing cards helps in card advantage but doesn't neccessarily win you games. 

I think it's nearly broken...but not quite there yet. I think If it had a {T} ability limiting you to 2 cards for tapping and 2 mana would be more appropriate.

Give it shroud...then it's broken no question about it.

It's an enchantment? I don't understand. You could just have insane card advantage once it hits the table? Broke as anything....

{Altar's Reap} is 2 cards for 1&{B} + sac a creature. Not a bad deal with tokens or Dry Bones {Reassembling Skeleton}.

If it was legendary and said activate this ability only twice a turn it would be better and more unbroken/op

Besides, on mono blue control, you usually have mana on the end of your opponents turn. This card has instant speed, which means the saved mana(for counters, or other instants, or maybe just to scare) won't be unused if you have nothing to respond to

It would have to tap to be fair. Even then I'd put out 2 of them. It has no real drawbacks other then cost.

Very true. I was just pointing out another 2 mana/draw two card. The card mentioned by OP is certainly much better.

Drawing cards always gives you an advantage.  Drawing cards like this, repeatable, for vey cheap mana cost, is absurdly powerful.

I meant {Necropotence}, btw

{Necropotence} let's you pay life for card advantage. It's the most efficient source of card advantage in MtG. You have 20 life, use it as a resource.

In a bit longer game or versus burn, this is better. For a quick victory, necropotence should be better. But blue control usually tries to make the game longer so he can have fatties and the opponent have empty hands...

{Rhystic Study} is not a balanced card though. It doesn't guarentee card advantage, but it's still an awesome card
