Could one build an EDH deck made soley of {Relentless Rats}, or does the ability only bypass the "playset limit" in other constructed formats?

Their rule bypasses EDH singleton rules. I've seen them before and there may some on the forum.

The one I remember had {Balthor the Defiled} as the Commander.

Why not use {Merrow gnawer} as commander in that case? ;D

There are enough rats to make a cool EDH deck, without having to overload it with {Relentless Rats}.
