Can u use {redirect} on a planeswalker's + or - ability

No because {redirect} only applies to spells not abilities

If you use {redirect} on a counter like {cancel} to attempt to counter it. would it be possible to cause {cancel} to target itself or would the play be to target the {redirect}? Please explain the minor details of this situation because I don't want to look stupid at fnm :) thanks

Yup. Cancel is a spell on the stack and you can change the target to itself.

{Cancel} and other counters cannot target themselves. But you can redirect the cancel to target the {Redirect}. It's the first card ruling (either in the app or on Gatherer)

What about using {redirect} on a creature-spell would you get that creature ? Iv always wondered this but never seen a ruling

The rulings say that I'd you use {redirect} on a creature it will have no effect.

Works with {Commandeer} though.

Actually commander doesn't work on creatures
