Exile all permanents, then exile all cards from all graveyards from all libraries. You get an emblem with "Players don't lose the game as a result of being unable to draw a card."

Remove All Will Be Forgotten with three time counters on it.

If any player has no cards in their hand, they lose the game.

Remove three spore counters: put two 1/1 green saproling creature tokens into play.

Sacrifice a saproling: Put two 1/1 Green saproling creature tokens into play.

( I realized that this would create infinite tokens and therefore would NEVER happen. Even though my fungus deck would LOVE IT!!!!!)

Got it! I've never watched the show before. But good to know. I just loved the concept of what the Time Lord could do. It would be like blinking, but even more annoying.
