For proxy cards:

Depends on the tournament. 
Most likely at fnm no one will care as long as you have the same amount of actual cards if they are expensive cards like voice of resurgence.  If its an arbor elf no one will care if you don't have the actual cards.
At something like a pro tour qualifier, they are VERY strict.  I know someone who couldn't use a normal foil, because it bends so people can find it and cheat.  And sometimes people would grab it in a cut because it takes up more room without knowing it.

For altered art
For fnm it's a go.
At pro tour qualifiers and the like, it depends on e judge.  There are a multitude of reasons they wouldn't allow it. People identify cards by e art, so if they think a giant growth is an emrakul, the aeons torn they migt reveal a force of will in their hand, and then you have the advantage.  And they might take up more space in the sleeve too.

According to the dci tournament rules the alter cards are legal if they meet specific requirements.. All important boxes must be visible and texts readable. The art should not confuse your opponent. I played many of my Alters on last GPT with no problems.

@Wally Artifact lands? Mhmmm could make few Darsteel Citades... Maybe also to design the other artifact lands...
Just now I am waiting for my wife to finish few paintings... She is working on some angel painting and few landscapes... I would like to make panoramatic lands... I really like that...

Before making those artifact lands I have made me a planeswalker for my Superfriends Fog. Golden one...

How much are we talking for these cards, you said the materials weren't cheap, but I would absolutely love all of my tokens remade.  You do outstanding work and I am so jelly right now it makes me cry.

Depends on quantity and work time... But I guess for tokens it would be somewhere between 5-7$ per piece...

I would gladly pay that. The major ones I would want would be the ones I use in my selesnia deck. (Knight, centuar, vigilance elemental, voice elemental, and wurm) keep me posted if you are willing to do this for me
